The 3 rules that matter
Put the phone in another room. This is most of it. You haven't lost the ability to read, you've just got something in your pocket that was built by thousands of engineers to be more interesting than a paragraph.
Read at the same time every day, for a set short time. 15 minutes after dinner or 10 pages in bed. A small fixed slot beats a big vague intention. Reading before bed has its own guide.
Quit books that bore you. Give it 50 pages. If it isn't working, it goes back on the shelf with no guilt. Slogging through the wrong book is how most people stopped reading in the first place.
Audiobooks count
If your problem is time and your commute is 40 minutes, listen. Born a Crime and Project Hail Mary are both better in audio than in print, which is rare.
A page a day as a second track
A novel rebuilds stamina. A daily reader rebuilds the habit of picking a book up at all, because the ask is one page. Plenty of people run both: a page with coffee, a chapter at night.
